SECTION I: VISION, Mission and Goals

COE 2003-2010 Strategic Plan

I.1        Vision:

The College of Education at Louisiana State University seeks to strengthen its leadership position throughout Louisiana and among its peers nationally and internationally in the improvement of education and healthcare promotion at all levels and in all settings.

I.2        Mission:

The College of Education is committed to advancing the quality of education and wellness by preparing professional practitioners and leaders for improving education and healthcare promotion in all settings and by advancing research and scholarship. The College of Education recognizes that improving education and wellness can lead to economic development and to the improvement of quality of life nationally as well as for the citizens of Louisiana.

I.3        Goals:

GOAL 1: Use the capacity and creativity of the College to advance knowledge and to bring theory and practice together to frame and solve educational and health care issues facing our society at the local, regional, national and international levels. Advance education and health-care research to national and international prominence. Provide leadership to the University in developing its commitment to education throughout the life span.

Actions:
1.   Achieve national and international recognition of programs in the Department of Kinesiology.
2.   Contribute to national and international recognition of the Cain Center for Scientific, Technological, Engineering, and Mathematical Literacy.
3.   Achieve national recognition for the Louisiana Educational Policy Research Center.
4.   Achieve national and international recognition for innovation in the preparation of teachers and other school personnel.
5.   Achieve national recognition for programs in educational technology and in higher education.
6.   Increase external funding in the College of Education by 100%.
7.   Develop Summer Professional Development Institutes for PK-12 teachers at the Laboratory School.
8.   Increase the participation rate of student teachers and Holmes interns in key professional development programs offered at the Laboratory School (e.g. Understanding by Design, Socratic Seminars, Project CRISS).

Outcomes:

1. College programs will be recognized as national leaders in relevant ranking systems.
2. The Cain Center and the Louisiana Educational Policy Research Center will bring in external funding averaging $1M/year.
3. Doctoral programs in Educational Technology and Higher Education will attract students nationally and internationally.
4. External funding will exceed 100% of the 2002-03 level.
5. The number of PK-12 teachers and student teachers and interns participating in Laboratory School professional development programs will exceed 200% of the 2002 level.

GOAL 2: Develop genuine partnerships both within and beyond the University. Initiate collaborative intellectual relationships both nationally and internationally with public-policy makers, educational programs and institutions, health and social service agencies, and private, corporate and governmental sectors.

Actions:

1.   Increase partnership activities in the preparation of teachers by 500%.
2.   Solidify and extend partnerships with health-serving institutions and agencies.
3.   Achieve recognition in potential to influence public policy.
4.   Increase external funding in support of partnership activities by 100%.
5.   Increase partnership activities in international educational endeavors.
6.   Develop and implement a student teacher/internship program with one or more international PK-12 schools.
7.   Develop and implement a Lab School faculty exchange program with an International Baccalaureate School in another country.

Outcomes:

1. Extended partnerships in the preparation of teachers will exceed 15 individual schools in three districts.
2. Faculty will be housed in each of the partnership schools.
3. The College will provide data-driven policy analyses and recommendations to influence public policy.
4. External funding for partnership activities will increase 100% from the 2002-03 level.
5. At least three international partnership activities will be established.
6. Some pre-service teachers and Laboratory School faculty will study, work and communicate with students and faculty from different countries and cultures, thereby increasing the numbers of teachers and students with international perspectives and experiences.

GOAL 3: Create multiple means for recruiting and supporting nationally competitive and diverse students, as they prepare for a lifetime of commitment to improving educational quality.
Actions:
1.   Maintain the current enrollment in graduate programs of 1/3 of overall college enrollment while increasing the quality of graduate students.
2.   Enhance financial support for doctoral students.
3.   Significantly increase the number of minority students in college programs.

Outcomes:

1. All full-time doctoral students will receive at least $15,000 in competitive stipends for support.
2. Incoming doctoral students will average over 1200 on the GRE.
3. Minority student enrollment will increase significantly over 2002 levels.

GOAL 4: Develop and promote educational programs that effectively integrate the liberal arts, pedagogy, field and clinical experiences, and action research in schools and other appropriate settings. Provide experiences that develop students’ capacity to reflect on their practice, to participate in the development of education and health-care policy, and to provide leadership in a diverse world.

Actions:
1.   Integrate e-portfolio performance assessment throughout all programs in the College, as well as throughout all University programs preparing teachers and other school professionals.
2.   Conduct all teacher preparation programs in diverse field-based environments.
3.   Demonstrate the inclusion of performance expectations related to professional ethics and multicultural appreciation throughout college programs.
4.   Increase interdisciplinary instructional and research activity by at least 50%.

Outcomes:

1. All graduates will display their knowledge, skills, and dispositions in electronic portfolios, including dispositions toward professional ethics and multicultural appreciation.
2. The College will provide aggregated trend data on all graduates.
3. All teacher preparation students will spend at least four semesters in intensive, sequential field experiences under the mentorship of University faculty and school faculty.

GOAL 5: Provide nationally and internationally recognized applications of instructional and informational technology in support of the College’s programs, faculty, students, and staff. Ensure that students prepared as leaders have advanced technological knowledge and skills needed to reform educational practice and health care and promotion through appropriate technological interventions.

Actions:
1.   Implement the College Educational Technology Plan, 2003-05.
2.   Implement a student lap-top requirement.
3.   Demonstrate that all graduates of college programs are competent and confident in the use of technology as it applies in their professional endeavors.
4.   Ensure that all faculty are competent and confident in the use of technology in their teaching.
5.  Provide the technology-rich environment that is necessary to implement actions 1-4 above.
6.   Establish middle and high-school distance learning programs from the Laboratory School.

Outcomes:
1.   All faculty, students, and staff will use modern technologies as appropriate to their disciplines and roles.
2.   Technology will be used to provide comprehensive, data-driven information on college programs and operations.
3.   Appropriate classes in the Laboratory School will be joined by students in other areas of the state, the country, and the world.

GOAL 6: (Enabling goal) Create the structure and environment within which the goals of the COE can successfully lead to national and international recognition.

Actions:
1.   Increase faculty in the College by 100% in areas of growth and potential for prominence (e.g. Kinesiology, field-based teacher preparation, educational technology, higher education).
2.   Double the number of minority faculty in the College.
3.   Establish an office and staff dedicated to increasing the research productivity of faculty, especially in obtaining federal grants.
4.   Increase private funding by 200%.
5.   Increase high-quality office, laboratory, and classroom space for college programs.
6.   Provide for a state-of-the-art Laboratory School facility.
7.   Complete the implementation of the International Baccalaureate’s Primary and Middle Years Programmes.

Outcomes:

• All programs will demonstrate adequate faculty to fulfill their missions and goals.
• All students will have contact with minority faculty.
• Faculty and graduate students will have a dedicated office and highly effective personnel to provide assistance in writing proposals and obtaining funding.
• Private funding will increase by 200% over that documented in 2002-03.
• All faculty and staff will have appropriate office, research and teaching space.
• The Laboratory School will be seen as a model of a modern school facility.
• The curriculum of the Laboratory School will reflect international standards of teaching and learning as well as a commitment to global awareness at all levels, K-12.
